Richmond Finance Department had no standard protocols in place before issuing incorrect rebate checks

The City of Richmond, Virginia, issued an apology on May 5, 2025, after mistakenly sending out property tax rebate checks to residents who were not eligible for the rebate. The error occurred due to a software glitch that incorrectly identified some property owners as eligible for the tax relief program. The city has confirmed that the incorrect checks, totaling around $1.2 million, were sent to approximately 2,500 residents. The city is now working to rectify the situation by requesting that those who received the erroneous checks return them or repay the amount if the checks have already been cashed. Additionally, the city is reviewing its software systems to prevent future occurrences of such errors.
