Fulton Bank Selects Architectural Team to Design Expansion of Its Headquarters in Downtown Lancaster; Civil Engineer Also Named

In addition, Rettew Associates has been named the civil engineer for the project, and will focus on site work and land development plans. As announced previously, High Construction Company has already begun to serve as owner's representative for the project.
In October 2010, Fulton purchased the property at 23 East King Street and an adjacent parking lot at 22 East Grant Street in Lancaster City to expand its Penn Square offices, which serve as the headquarters for Fulton Bank and its parent company, Fulton Financial Corporation. The current facility houses 600 employees. When fully occupied, it is anticipated that the new building will provide space for 225 employees.
The architectural team will now begin to develop the specific programming and building design or the new office building. Fulton plans to raze the existing office building, which has been vacant for several years, to construct a new environmentally friendly and energy efficient six-story mixed-use office building that could contain office space, common area space, retail space, residential units, and some public and private parking spaces. In addition, the company may seek approval to construct a pedestrian bridge over Christian Street, linking its existing Penn Square offices to the new office building.
The total cost of the project will be determined as the company works through the design and planning processes and the negotiation of construction contracts. Since purchasing the properties in 2010, Fulton has focused its attention on pre-planning activities. The demolition of the existing building is tentatively slated to begin in April 2013, and the company anticipates that it will begin to occupy the new building in the spring of 2015.

Buck Simpers Architects + Associates (BSA+A), a regional architectural firm headquartered in Wilmington, Delaware, will serve as Prime Architect. The firm was founded in 1979 and has offices in Baltimore, Maryland. The company has considerable experience in designing corporate headquarters and branch locations for various financial institutions. BSA+A also designed the New Castle County (Delaware) Courthouse and parking garage. The firm has worked with Fulton Bank in the past on its Millcreek (DE), Oxford (PA), and Ocean View (DE) branches.
Francis Cauffman, BSA+A's partner, will serve as Design Architect/Architect of Record. Francis Cauffman is a national architectural firm with offices in Philadelphia, New York, and Washington, DC. The firm has more than 50 years of experience in designing corporate headquarters projects such as Almac Group's North American Headquarters, and urban development projects such as the PinnacleHealth Alex Grass Medical Sciences Building in Harrisburg, Drexel University College of Medicine 219 North Broad Street, and 4 Penn Center, a complete renovation of a 20-story office building in downtown Philadelphia.
RFA Architecture (RFAA), which is headquartered in Philadelphia, Pennsylvania, will serve as the Strategic Design Consultant. RFAA has more than two decades of experience designing and planning corporate and institutional headquarters and mixed-use urban projects for a broad range of clients. RFAA recently provided consulting services for SCA Americas Headquarters and 4601 Market Street Headquarters projects.
