Pepco Holdings Appoints H. Russell Frisby Jr. to its Board of Directors

WASHINGTON--([ ])--Pepco Holdings, Inc., today announced the appointment of H. Russell Frisby Jr. to its board of directors. Mr. Frisby is currently a partner at Stinson Morrison Hecker LLP in the firmas energy and telecommunications group. He is responsible for regulatory and corporate matters affecting public utilities, industry associations, and companies in the energy, communications and technology areas.

Before joining Stinson Morrison Hecker in 2008, Mr. Frisby was a partner with the law firms of Fleischman and Harding LLP from 2006 to 2008, and Kilpatrick & Lockhart Nicholson Graham LLP from 2005 to 2006. From 1998 to 2005, Mr. Frisby was the president and chief executive officer of the Competitive Telecommunications Association. Before his time in that position, he served as Chairman of the Maryland Public Service Commission.

Mr. Frisby serves as a member of the Administrative Conference of the United States and the House of Delegates of the American Bar Association.

Mr. Frisby was the founding chair of the Baltimore City Chamber of Commerce. He has also served on numerous boards of directors, including PAETEC Holding Corp., the Afro-American Newspapers, the United Way of the Central Maryland, the Baltimore Museum of Art, the Baltimore Urban League, and the B&O Railroad Museum.

Throughout his career, Mr. Frisby has been active in public affairs and civil rights. He served as counsel to the Minority Business Enterprise Legal Defense and Education Fund, Inc. He also served as counsel of record for the Congressional Black Caucus. In 1989, Frisby received the Fundas Charles Hamilton Houston Award for his outstanding skill, dedication, and commitment through legal representation on behalf of the national minority business community.

Mr. Frisby received a bacheloras degree in political science-international relations from Swarthmore College, and a Juris Doctor from Yale Law School.
