For instance, a recent downgrade of Multnomah County from "extreme risk" to "high risk" allowed some businesses to reopen or expand operations, but owners remain concerned about the potential for future restrictions. The ongoing uncertainty has led some business owners to call for more stable and predictable guidelines to help them plan and sustain their operations amidst the pandemic.
