The listing of the dams under PPP projects signals that Kenya is losing interest in funding the multi-billion shilling projects using loans amid concerns about the commercial viability of the dams.

The Kenyan government has revived plans to construct the Arror and Kimwarer dams, previously stalled due to corruption allegations, through a new deal with a consortium led by the Italian firm CMC di Ravenna and South Korea's Daewoo Engineering and Construction. This partnership, reminiscent of the Adani Group's recent deal with the government, aims to address the country's water and energy needs.
