The big winners and losers in South Africa's 2025 budget

The 2025 South African Budget, presented by Finance Minister Enoch Godongwana, outlines several key changes affecting various sectors. Winners include taxpayers with no increase in personal income tax rates, providing some relief amidst economic challenges. The budget also allocates R1.4 trillion for infrastructure development, particularly in energy, logistics, and water, aiming to stimulate economic growth. Social grant recipients benefit from increases, with the old age and disability grants rising by R100, and the child support grant by R20. Additionally, the health sector sees a boost with an additional R24.1 billion over the medium term for the National Health Insurance (NHI) implementation. Losers include smokers and drinkers due to a 4.7% increase in sin taxes, and the sugar industry with a 2c per gram increase in the Health Promotion Levy. The budget also introduces a new fiscal framework to manage government debt, which might lead to reduced public spending in other areas. Overall, the budget aims to balance economic recovery with social support while addressing fiscal sustainability.
