Fairfax USAR Team Leads Recovery Efforts in Jamaica After Hurricane Zephyr
Locales: JAMAICA, UNITED STATES

FAIRFAX COUNTY, Va. (WJLA) - March 23, 2026 - A highly trained urban search and rescue (USAR) team from Fairfax County, Virginia, is currently on the ground in Jamaica, leading crucial recovery efforts following the impact of Hurricane Zephyr, a Category 4 storm that has left a trail of devastation across the island nation. The deployment highlights the growing importance of internationally coordinated disaster response and the specialized capabilities of Virginia Task Force One (VTF-1).
The VTF-1 team, composed of 72 firefighters, paramedics, engineers, and search specialists, departed Dulles International Airport late Sunday evening, carrying with them over 50,000 pounds of specialized equipment. This equipment includes cutting-edge search technologies like thermal imaging, acoustic listening devices, and advanced shoring materials for stabilizing damaged structures.
"The scale of destruction in Jamaica is significant," stated Chief Rundlett, spokesperson for Fairfax Fire and Rescue. "Hurricane Zephyr wasn't just a weather event; it was a humanitarian crisis. Our team is trained to operate in incredibly challenging environments, and their expertise is invaluable right now."
Initial reports from Jamaica paint a grim picture. The hurricane made landfall near Port Antonio, bringing sustained winds of 145 mph and torrential rainfall. Coastal communities have been particularly hard hit, with widespread flooding and damage to vital infrastructure. Communications networks are severely disrupted, hindering efforts to assess the full extent of the damage and coordinate relief operations. The Jamaican government has declared a state of emergency and requested international assistance.
VTF-1 is operating under the umbrella of the FEMA International Disaster Assistance Program (IDAD), which provides rapid response support to countries facing catastrophic events. This is not the first time the team has been deployed internationally; they have previously responded to earthquakes in Nepal, tsunamis in Indonesia, and hurricanes in the Caribbean. However, the situation in Jamaica presents unique challenges, including a complex terrain and limited resources.
The team's primary focus is on locating and rescuing individuals trapped in collapsed buildings. They are utilizing specialized canine units trained in disaster search to identify potential victims buried under rubble. Engineers are assessing the structural integrity of critical infrastructure, such as hospitals and schools, to ensure they are safe for use. Paramedics are providing immediate medical care to those injured in the storm.
Beyond immediate search and rescue, the Fairfax County team is also working with local authorities to establish temporary shelters and distribute essential supplies, including food, water, and medical aid. The logistical complexities are immense, with roads blocked by debris and limited access to affected areas. The team is coordinating closely with the Jamaican Office of Disaster Preparedness and Emergency Management (ODPEM) and other international aid organizations.
Several factors contributed to the severity of the disaster. Climate change is believed to have intensified Hurricane Zephyr, increasing its wind speed and rainfall. Deforestation and inadequate building codes also exacerbated the damage, making communities more vulnerable to the storm's impact. This event underscores the urgent need for global cooperation to mitigate the effects of climate change and improve disaster preparedness.
The Fairfax County USAR team is expected to remain in Jamaica for at least two weeks, continuing to support the recovery efforts. They will work alongside local first responders and international aid workers to rebuild communities and help the people of Jamaica recover from this devastating hurricane. Follow WJLA for continued updates on the team's progress and the ongoing situation in Jamaica.
